(一)詐騙犯罪已成為台灣社會的一大隱患，每一位公民都可能是下一個受害者。

(二)根據『打詐儀表板』統計，投資型詐騙金額居高未下，新型態詐騙仍在不斷發起挑戰，侵害國人權益。
